Brave heart Arunachalee Soldier martyred
SRINAGAR, May 27: Havildar Hangpan Dada from Borduria, Arunachal Pradesh has laid down his life for the nation.
A senior Army official said on Friday that he was injured badly in the encounter with the terrorists who crossed over from Pakistan-occupied Kashmir(PoK).
He displayed raw courage, unflinching grit, presence of mind and with utter disregard to his personal safety and despite bleeding profusely, discharged his duties and made supreme sacrifice for the nation, the official said.
It was sheer grit and determination of 36-year-old Havildar Hangpan Dada that saw him fight valiantly at the 13,000-feet high Shamsabari range to eliminate four heavily-armed terrorists who infiltrated into North Kashmir from PoK before he laid down his life.
Enrolled in the Assam Regiment of the Army in 1997, Dada was posted with the 35 Rashtriya Rifles, a force carved out for counter-insurgency operations.
He charged at the spot where terrorists were holed up to ensure that two terrorists were killed on the spot and the third one after a scuffle today as they slid down the hill towards the Line of Control. One terrorist was shot dead by him on Thursday itself.
The official said that the presence of mind of Dada saved lives of his team members who were coming under heavy fire from the terrorists.
His body was being taken to his native village where the last rites will be conducted with military honours.
Dada is survived by his wife Chasen Lowang, daughter Roukhin who will turn 10 on June 30 and six-year-old son Senwang. (PTI)
Governor, Pul salutes Hangpang Dada
Governor of Arunachal Pradesh JP Rajkhowa said that the death of Late Dada reminds all of the extraordinary sacrifices made by people of Arunachal Pradesh in defence of the Nation. We will draw inspiration from his ultimate sacrifice and continue to strive towards safe-guarding our motherland. My thoughts and prayers go out to his family and relatives, he further said.
Chief Minister Kalikho Pul has deeply mourned the demise of 36 yr old Havildar Hangpang Dada.
In his condolence message to the great soldier’s family, Pul said, “I am shocked over the tragic news of the death of a true martyr of the nation who gave his life guarding the nation’s border.
I express my sincere solidarity to the bereaved family members and also to the Indian Army for the loss of their brave man, he said.
Meanwhile, the chief minister has announced ex-gratia to the family members of Havildar Hangpan.
Chaos on Capital roads

ITANAGAR, May 27: The Capital Complex on Friday witnessed massive traffic snarl. The situation was worse at Naharlagun as there was heavy jam starting from Model village till Niba hospital. Due to heavy rainfall, the condition of patch of road near incomplete box culvert opposite Niba hospital has further deteriorated.
Vehicles were finding it extremely difficult to negotiate through the rough patch of road which slowed down the traffic and its effect was felt till Model village. It took almost 2 hours to cover the stretch between Naharlagun market and Papu Hapa, which in normal circumstances is covered within ten minutes by motorists. The incomplete box culverts near Niba hospital and Him Petrol Pump, Papu Hapa is making life miserable for the capital denizens. On a daily basis huge traffic jam is witnessed on this route.
Chief Minister Kalikho Pul had visited the two sites on April 15 and had set deadline of May 28 for completion. However in complete disregard of the deadline set by the CM, the PWD highway department has failed to finish the work on time.
In Itanagar too, motorists had torrid time near BB plaza, where PWD had constructed a box culvert recently. Though the culvert work is over, the road has not been repaired.
On the other hand, potholes have developed on the NH 415 at multiple places. Some of them pose serious threat to the motorists and if not filled on time, it might cause unfortunate accidents. What amazes is that re-carpeting of NH 415 was done only recently. It wore down faster than expected.
“One size fits all” policy does not work: CM
SHILLONG, May 27: Stating that “one size fits all” policy does not work, the Chief Minister Kalikho Pul said that to build Arunachal into a strong State, and at par with its other more developed member states of the NEC, we must realise that just as the one-size-fits –all planning model does not address the concerns of the northeast, Arunachal also needs customised and area specific solutions to its problems.
He was speaking at the 65th Plenary of North Eastern Council at Shillong on May 27.
Seeking special dispensation for the state, the Chief Minister said that the planning in a state like Arunachal has its own very unique history and peculiar problems, where the state’s topography, challenging climatic conditions and communication bottlenecks make the cost of creation and maintenance of infrastructures extremely high.
Asking for relaxation in population criterion, the CM said that money spent on creation of infrastructure is not consumed by the population, but by the difficult terrain wherein a population-based criterion becomes mis-matched with the demands of ground realities.
Pul said that infrastructural growth is the key to development of the state. “If Arunachal has to grow, we have to begin by accepting that the basis of the state’s growth will have to begin at the infrastructure sector,” said the Chief Minister in presence of Prime Minister Narendra Modi.
“While on the one hand we have seen the spectacular growth of urban centres like the capital at Itanagar, the state still has its villages today that are not connected by road or even have the very basic amenities of electricity and safe drinking water “Chief Minister said.
Stressing on improving connectivity, the Chief Minister said that for Arunachal to develop, first and foremost is the challenge of ensuring dependable connectivity, both through road and rail networks.
He called upon the Prime Minister to help build a railway corridor along the foothills of the state that will connect to the existing rail network in the region, which will greatly impact in providing forward and backward linkages for the agriculture, horticulture, medicinal plants and mineral sectors, which is the mainstay of our livelihoods.
The Chief Minister also urged on efficient air connectivity and informed that there are seven airstrips which are being developed by the Defence Ministry /Airports Authority of India, which must be commissioned on priority.
He sought the assistance of the Prime Minister to take up the airport project at Itanagar within this year, which would be a lasting contribution for the people of Arunachal.
Expressing the state government’s full commitment to develop hydropower sector, the Chief Minister urged that the process of obtaining various clearances for power projects must be expedited and even made into a single window clearance system.
He said Arunachal holds the potential to be the powerhouse of India, yet the state has been able to build less than 500 MW capacity from its estimated hydropower potential of over 57,000 MW.
On development of tourism sector, the CM sought the support from the DONER and NEC to take up a comprehensive ‘Entry Point-To-Destination’ tourism infrastructure with amenities for tourists.
Presenting Arunachal as an important religious tourist destination, the CM requested the Prime Minister to include important religious cites in the state as part of the religious tourist circuits of national significance under the PRASAD scheme.
He also requested the PM to consider organizing a “Festival of Tribes” of Arunachal under the Ministry of Culture, which would be an annual event held in different parts of the state.
On healthcare, the CM expressed grateful for the centre’s support for the establishment of a 500-bedded hospital at Itanagar and also a medical college and requested the PM to convert this into a central government institution for ensuring sustained quality of operations.
He also requested the Prime Minister to consider sanctioning a state paramedical institute, which would be a big step in the Skill India Initiative.
Further, the Chief Minister requested the PM to increase fund allocation to NEC informing that the budgetary allocation to the NEC was declining. Considering the developmental gap and disparity in the NE, it is highly recommended that resource basket of the DONER and NEC must be enhanced by at least 5 times its current size, the CM added.
Governor emphasizes on connectivity, defence & border area
ITANAGAR, May 27: Addressing the 65th Plenary of North Eastern Council at Shillong on May 27, chaired by the Prime Minister of India Narendra Modi Governor of Arunachal Pradesh JP Rajkhowa emphaised on connectivity, communication facilities, environment, defence & border area development, tourism, exploration of minerals, education, health, Human Resource and Skill Development.
He added that for improving road connectivity within the state along international Border areas, there is a need for a Frontier Highway connecting all the important centres along the China-India border.
The Governor pointed that from the Strategic and defence point of view, it is felt that special Road Development Schemes may be conceived and implemented by the Govt. of India connecting all the identified centres with the Trans-Arunachal Highway and the proposed Frontier Highway.
He also requested the Prime Minister for expediting the work on other railway lines from Bhalukpong to Tawang in the West and Murkongselek in Assam to Pasighat in the East and railway links to all foothills towns and clusters along the Assam-Arunachal border.
The Governor stressed that in addition to the proposed Greenfield Airport, the State requires at least 3-4 more Airports, while informing that a request has already been made to the Civil Aviation Ministry to select the sites in consultation with the State Government.
The Governor said that apart from a Greenfield airport at Itanagar, which is under an active consideration of Ministry of Civil Aviation, the State needs urgent upgradation of 26 helipads of State Government in order to meet the standards of DGCA & BCAS, 30 New helipads need to be constructed to provide air connectivity to the border villages having international borders.
The Governor called to revive the use of waterways- National Waterway 2 running along the Brahmaputra. Water connectivity with Arunachal Pradesh using the Brahmaputra has been practically non-existent, he added.
The Governor said that the Internet and mobile connectivity in State Capital Itanagar in particular and the whole State in general is very erratic and unsatisfactory. All India Radio covers only 57% of the area. Doordarshan covers 20% area of the State with 56% population coverage through terrestrial transmission. There is void in the entire border belt, he added while calling for an immediate focus and enhancing their reach even beyond border.
Stating that Government is committed to materialize the dream of making Arunachal Pradesh the Power House of India, the Governor requested NEC and Ministry of DoNER to help the State to identify and implement run of the river off grid projects so as to power the remote administrative headquarters. He also requested for intervention of the Prime Minister to resolve the impasse on 2000 MW Lower Subansiri Project by addressing the unresolved issues raised by NGOs in Assam, in an amicable manner.
The Governor called for redefining the Hydel Projects into small, medium and large categories by fixing appropriate generating capacity for each category. He opined that redefining will allay the general apprehension of the people about Mega Dam Project as any project with installed capacity of above 25 MW is now considered as a large project.
On environment, for enabling the State government to implement compensatory aforestation and other programmes related to wild life and bio diversity conservation, the Governor requested for transfer the Compensatory Afforestation Fund Management and Planning Authority (CAMPA) Fund to the State. The Governor also request for setting up three battalions of Ecological Task Territorial Army for protecting 68,000 Sq km forests and wild life.
Expressing his concern on the issue of lager scale migration from the remote border areas to the urban areas down south, which is a major national security concern, the Governor proposed that the Ministry of Defence should consider setting up Military cantonments in the remote areas near the Sino-Indian border to seed urbanization in the area.
The Governor also requested for relaxation in height and chest norms for youths of Arunachal for recruitment in the Army, as done in State Police and Central Armed Police Forces (CAPF), so as to enable the youth to join the Armed Forces in good number.
To harness the abundant mineral potential of the State, the Governor requested the GOI to constitute one Expert group to assist in preparing a Master Plan for exploration of minerals.
The Governor said that the State needs continued assistance and support of the Government of India and the NEC.
Storm and rain wreaks havoc in Balijan
ITANAGAR, May 27: Heavy storm and rains lashed Balijan and adjoining areas on Thursday night and has left a trail of destruction in the area.
Reportedly eight OBT/SPT houses have been damaged with no loss of life.
ADC Balijan, Chukhu Takar and EAC M Loyi visited and took stock of the destruction in Balijan.
ADC Takar informed that damages to the household properties have been reported from Lower and Upper Toubung Villages, Forest Colony, Market line, staff colony and Lower Balijan. The major damages have been caused to the boundary wall of VKV School, Police station, while communication and electricity lines have been totally snapped and needs to be replaced. The small tea growers have been also affected due to the falling of trees in many tea plantations, added the ADC.
Although road communication has been restored around 11 AM on Friday, the loss and assessment is under process. Telephone and electricity lines have been also snapped.
Meanwhile, Tarasso Circle Youth Association informed that Tarasso River is overflowing and at the danger level. It has inundated a huge catchment area and have submerged large paddy fields near the river bank. Further, the inundation has caused landslide which has damaged the playground of the Secondary School Tarasso, areas in Lower Tarsso and Jullang Tarasso villages.
DC to constitute committee to probe LPG scarcity
SEPPA May 27: East Kameng Deputy Commissioner Rajeev Takuk said that a committee would be constituted to probe into the reported scarcity of LPG cylinder and exorbitant rate of FPS rations.
After hearing the grievances of the public in a development meeting here on Friday, Takuk assured to keep complaint box for redressing all grievances on time. He has suggested and instructed the DD, UD & Housing for arrangement of ID cards for all colony representatives.
Advocating for adoption of an additional cleanliness programme titled “Green and Clean Seppa,” he discussed about various sanitation and cleanliness issues with the DUDA and the colony representatives of Seppa Township.
He took stock of the ongoing cleanliness drive under Swachch Bharat Mission.
He appealed them to extend same support and cooperation for the development of the district.
Emphasizing for open defecation free society, he has requested the people to shun the practices of discharging kitchen wastages and night soil directly into stream.
He stressed for keeping provision for internal road connectivity inside colony so that in time of any eventuality timely and necessary help could be reached easily.
DD (UD) T. Tachang briefed the DC about various works undergoing under SBM such as door-to-door garbage collection system, construction of IHHTs, and others.
He appealed to the colony representatives to make the people aware about health and hygiene.
He advised all to keep their surroundings neat and clean in order to prevent oneself from various diseases during monsoon.
EAC L. Thungon and all the colony representatives also spoke in the meeting.
In another meeting of the District Task Force on Immunization (DTFI), DC reviewed the achievement so far accomplished under the Mission Indradhanush (MI).
He enquired about the proposed launching schedule of third phase of MI and the target to achieve.
Enquiring about the methodology of fixing target, he advised the medical fraternity to adopt best means and the target should be genuine and real. He instructed that there should be pragmatic achievement of target rather than theoretical.
Sharing his experience from Tezu, he suggested for preparation of detailed and systematic action plan and the same should be circulated to all stakeholders at least 5-6 days before the implementation.
He assured to provide all necessary administrative as well as logistic support to the executing teams.
He instructed the DMO to provide detailed report on all existing health facilities in the district with required and actual strength of the staffs and the infrastructure. He has assured to bring the matter to the appropriate authority.
He also enquired about the ASHAs and HAs and the difficulties faced by them.

ASUS demands permanent DRC, ambulance
SHILLONG, May 27: A delegation of Arunachal Students’ Union, Shillong (ASUS) on Thursday submitted a five-point memorandum to Governor of Arunachal Pradesh JP Rajkhowa demanding a permanent Deputy Resident Commissioner (DRC) at Shillong, maintenance of Arunachal Boys Hostel or NEFA Building here, among others.
Responding positively to the demands, Rajkhowa, who is currently in the city here attending the NEC Plenary Session, said he would recommend their demands to the State Government.
Rajkhowa exhorted them to be sincere and dedicated in their study and fulfil the hopes and aspirations of their parents.
He also said that the future of the society and the nation lies in the hands of the youth and they should prepare themselves to shoulder the responsibility.
Other demands of ASUS were an ambulance for patients from Arunachal visiting Shillong, an auditorium and dormitory, and a new APST bus for Itanagar-Shillong route.
The delegation also apealed for fund for 'All Tribes Cultural Festival' from NEC, for which the Governor advised them to write through DRC, Shillong to Additional Secretary to Governor for needful action. PRO to Raj Bhawan
Meanwhile, Chief Minister Kalikho Pul accompanied by Deputy Chief Minister Kameng Dolo, visited the Arunachal Bhavan and met the members of Arunachal Student Union Shillong (ASUS).
Pul assured renovation of the Bhavan and construction of staff quarters for the staffs of the bhavan.
The CM released fund for allotment of land near NEGRIMS for construction of guest house for Arunachali patients and students studying here.
During the visit, the CM also inspected the government land in Shillong.
Meanwhile, interacting with the students, the CM advised the students to focus on studies and to be a disciplined students as their conducts and behaviours will have bearings on the image of the state.
The assured the students of every possible help from the government side for their education.
CM visits injured Tenzing at NEIGRIHMS
ITANAGAR, May 27: Chief Minister Kalikho Pul, soon after he visited one of the seriously injured persons of Tawang firing incident Wangpa Thutan, who is currently undergoing treatment at a private hospital in Guwahati, reached Shillong on Thursday evening and enquired about wellbeing of another injured person Tenzing Wangdi at NEIGRIHMS.
Pul contributed Rs 2 lakh from his personal source for treatment of Wangdi and promised to bear the cost of treatment until he is fully recovered.
Chief Minister further assured him that he would take full care of family members besides extending financial support.
The CM had earlier handed over ex-gratia relief of Rs 6 lakh and additional Rs 1 lakh from personal source for all injured victims of Tawang firing.
The Chief Minister during the visit also met other patients undergoing treatment at NEIGRIHMS.
The chief minister visited Sabhasa Yangfo (10) from Seppa, Yaari la (60) from Daporijo, Habung Pusang (55), Gollo Kaha (35), Tsering Lamu (15) of Tawang, Tarh Yajik (50), Bomsulum Yomblong (23), Pem D Khrimey (72) are currently under going treatment for various ailments.
Pul extended financial assistance to all of them from his personal resources.
Earlier, the Chief Minister met the doctors from Arunachal Pradesh serving in NEIGRIHMS and discussed with them the ways and means to improve health care services in Arunachal. The CM assured to absorb all specialists doctors from Arunachal serving in NEIGRIHMS in government services in the State.
Women apprehended without ILP

PASIGHAT, May 27: A group of women without ILP were detected by members of NGO- Women Against Social Evil (WASE) at Pasighat and turned over to the police. Four minors accompanied the women.
The women entered without any ILP, but possessed entry pass/permit for different districts like Lower Subansiri, West Siang, Upper Subansiri and East Siang issued by ADC Likabali.
The women and the minor kids were detected while selling Chinese phones.
Meanwhile, WASE has demanded inquiry into the matter and regarding the pass. An FIR has been lodged against the group.
Arunachalee boxers shine in Shillong championship

ITANAGAR, May 27: Arunachal Pradesh clinched the overall third position with nine medals (1 silver and 8 bronze) in the first LB Chettry Memorial Boxing Elite Championship in Shillong, wherein top boxers from BSF, Assam Rifles, 58 GTC, NERC and Manipur took part.
Although the young boxers from the state could not win any gold medal, they gave a tough fight to their respective opponents throughout the tournament, informed Team Manager Tenzing Chogyal.
Hongrang Kongkang of SAI, who won a silver medal, was declared ‘best loser.’
Other medal winners are Techi Bida (-49kg), , SLSA, Biro Natung (-52kg), SAI, Karling Natung (-56kg), SAI, Daniel Koyu,( -69kg), GBC, Sanjay Techi Tara (-75kg), GBC, Rinchin Tashi(-75kg), GBC, Tassar Takar(81+ kg), GBC and Poken Siga (-60kg), GBC.
Teli Kahi was the team coach.
Medal haul for Taekwondo players
ITANAGAR, May 27: Taekwondo players of the State bagged as many as 23 medals, including 14 gold, in the 2nd Bhagwan Mahaveer Open National Taekwondo championship-2016 at Rajasthan, Jaipur which was held from May 18 21.
The gold medalists are Achum Sangha, (Cadet U-51 kg), Anikey Misu (Cadet U-45kg), Yangli Khocha (Cadet Sub-Jr Boys U-50 kg), Goda Ana (U-42 kg), Rupa Bayor (U-51 kg), Yater Kiri (U- 49 kg) in Cadet Junior Girls, Yoni Yana (U-63 kg) in Cadet senior girls, Radha Bangsia (in Cadet Girls Poomsae (Individual) under 14), Khinsan Wangsu (in Cadet Sub-Junior Girls Group Poomsae, Ranjit Biswakarma, Phumcha Veronica Socia ((in Pair Poomsae senior under 29), Phumcha Veronica Socia, Jina Yangfo, Atli Nisso (in Girls Junior Group Poomsae under 17).

SIT to investigate Tawang shooting case
ITANAGAR, May 27: The state police has transferred the Tawang shooting case to Crime Branch (SIT). An order to this effect was issued on May 24, by DGP N. Payeng.
Meanwhile, All Tawang Youth Association (ATYA) in a memorandum submitted to the district administration and the police has demanded initiation of CBI inquiry and suspension of DC, DSP, OC, IO within seven days. They met SP Tumme Amo to submit their representation.
If Govt do not fulfill the demands on time, Union will be forced to launch democratic movement to press for its demand.
Cancer patients in Mumbai facing tough time
ITANAGAR, May 27: The cancer patients living in Arunachal Bhawan in Mumbai may have to vacate the Bhawan, if a timely intervention is not made, as the construction company US Roofs Limited has served an ultimatum to them to either pay electricity bill of Rs.1000 per night, per room or face disconnection.
The US Roofs Limited claims the Arunachal Pradesh Government is yet to pay Rs. 40 Lakh towards electricity and maintenance bill.
The company has served notice to cut off the electricity of Arunachal Bhavan by May 30, if the patients fail to pay the amount.
Taking serious note of the development, ASUM strongly appealed to the state government to look into the matter as soon as possible because most of the patients are from poor economic background.
BJP govt soon in Arunachal: Hussain

ITANAGAR, May 27: BJP national spokesperson Syed Shahanwaz Hussain on Friday in Itanagar said that day is not far when BJP would form the government in the state.
For this, BJP state president Tapir Gao had a big role to play, said Hussain.
BJP will make it an ‘A’ grade state once it takes over the reins, he said.
The Centre has prepared plans for Arunachal already, he said adding that Arunachal is in Prime Minister Narendra Modi’s heart so there is no need to be worried, he said.
“The BJP’s first priority is to develop the tourism and horticulture sector of the state, which will be done by 2019,” Hussain said adding that the state had not developed because of the Congress rule.
Taking a dig at the opposition party, Hussain alleged the Congress of being the root of corruption in the entire country.
“Congress has no policy and it is only good at putting false allegations. Like Assam, the entire north east will be a Congress and corruption free region very soon. They (Congress) have no trust in their own legislatures. How can we expect the Congress to trust the public when it cannot trust its own legislatures,” quipped Hussain.
When questioned on Central flagship schemes not being implemented in the state, the saffron party’s spokesperson assured that once BJP takes over the command it will make sure that corruption be cleaned from the state.
Senua Govt Primary School observes 50th year
ITANAGAR, May 27: Govt Primary School, Senua village under Longding district recently observed 50th year of its existence.
Attending the programme, Londing DC Hemanshu Gupta spoke about education being the main force behind every development.
“Whether it is social, economic or human development, education is the manifestation behind every social change,” he said.
As part of the programme, the villagers of Senua village conducted a social service drive along with plantation of hundreds of trees along the Longding-Senua link road up to the village from the district headquarter.

ACCI contributes to Seppa fire victims
NAHARLAGUN, May 27: Arunachal Chamber of Commerce & Industries (ACCI) executive members from their contributions donated 30 blankets to fire victims of Seppa fire accident.
ACCI president Techi Lala, secretary general Tarh Nachung and chief adviser Pradeep Kumar along with other executive members handed over the blankets to an All Nyishi Students' Union (ASNU) team on Friday.
"We are thankful to the ACCI and traders for the kind gesture," ANSU vice president Joram Bat said and assured that the blankets would reach the victims soon to provide them succour".

ITANAGAR, May 27: The All Arunachal Pradesh Workers’ Union (AAPWU) has appealed for posting Arunachal Pradesh Building & Other Construction Workers’ Welfare Board staffs in Lohit, Upper Dibang Valley, Lower Dibang Valley, Longding and Tirap districts claiming that no APB&OCWWB activities are taking place in the districts as there are no staffs posted there. The union has written to the board’s chairman in this regard.
KK ZPC writes to Commissioner PR & RD
ITANAGAR, May 27: Kurung Kumey Zilla Parishad Chairperson Sangha Tagik in a note to the commissioner PR & RD has expressed displeasure over tendering for purchasing different items and for construction of Zilla Parishad office building units without the knowledge of the PRI leaders and DPDOs. Claiming it to be a violation of power as per APPR Act, 1997 and TFC guideline, he said those on previous occasions, the total amount was transferred to the district authorities for implementation.
‘Moreover, all the items supplied are duplicate, including tractors,’ he claimed requesting for blacklisting of the firms involved. Rally to mark World Tobacco Day
ITANAGAR, May 27: The District Health Society, Yupia in collaboration with State Tobacco Cell under National Tobacco Control Programme will be conducting a rally in the Capital Complex to mark World Tobacco Day on May 31 next.
The rally will begin from Solung-Mopin Ground, Zero Point Tinali and culminate at Ganga bus stand.
Capital Complex DC along with Yupia DC besides, Capital Complex, SP are scheduled to attend the programme, informed an official release.
Assam organizations block intercity train

RUKSIN, May 27: Hundreds of youths, including members of powerful Asom Jatiyatabadi Yuva Parishad, Jonai unit blocked the Murkongselek-Guwahati Inter-city train at Murkongselek station on Friday in protest against the railway authority’s alleged negligence in providing additional passenger train service on Rongiya-Murkongselek route.
Later, the protesters submitted a memorandum to the General Manager of NF Railway through the Area Manager of NF Railway in support of their demands for the convenience of the office goers.
The memorandum also demanded introduction of a ‘speedy train’ between Murkongselek and New Delhi and increase in reservation seats in Murkongselek-Guwahati Intercity Express with 50 percent seat reservation for Murkongselek station alone.
Presently, NF Railway is operating two trains--Murkongselek-Guwahati Express and Murkongselek-Dekargaon Passenger besides few good trains on the route.
DLMC meeting reviews achievements under various schemes
PASIGHAT, May 27: The 14th District Level Monitoring Committee (DLMC) meeting of East Siang was held on Friday in the DC’s office conference hall.
Deputy Commissioner Isha Khosla while seeking cooperation from all quarters urged the officers, PRI members to share their views, suggestions and problems being faced by them during execution of policies and schemes. Khosla emphasized on maintaining transparency and further instructed to maintain quality and timely completion. Underscoring the role of the sub-divisional officers, DC Khosla reiterated that, ‘Monitoring Committee Meeting’ at sub-divisional level was important and has positive and constructive roles to play which would go a long way in developing their respective areas. She advised all to work with a positive attitude and be result-oriented to benefit the masses.
Instructing the executing agencies to construct durable road network and buildings, the DC laid stress on the need to take into account the topography, soil, climatic conditions, feasibility etc of every scheme during the planning process itself. She urged the DPO and administrative officers to monitor all the projects in their respective jurisdiction with prior intimation to the respective ZPMs so that they could extend full cooperation to take stock progress of the work.
Earlier, ZPC Kaling Dai called on for keeping in touch with the panchayat leaders while executing any developmental scheme in their respective areas. The executing agencies should share information to them so that ZPMs could closely monitor all developments and participate in such meeting for fruitful discussion.

PPA welcomes formation of NEDA
ITANAGAR, May 27: The People’s Party of Arunachal (PPA) welcomed the formation of North East Democratic Alliance (NEDA), saying that it will usher in new era of development politics in Northeastern region between the NDA and regional political parties of the North East States, including Arunachal Pradesh.
The party hailed Chairman of NDA Narandra Modi, BJP National President Amit Shah and newly elected Chief Minister of Assam Sarbananda Sonowal for creation of NEDA.
PPA President Kahfa Bengia opined that the creation of NEDA by the NDA Government will further promote the spirit of cooperative federalism in the country bringing in meaningful and far reaching scope of growth and development towards various regional units in the country.
“The much hyped Look East Policy/ Act East Policy of the Union Government is sure to get the much needed support and promotion from the Central Government which could take the future of the North Eastern States to a greater height under the platform of NEDA,” the PPA president added.
The party in a meeting also discussed the ‘scope and nature’ of the existing alliance between BJP and PPA in Arunachal Pradesh, according to a PPA release.
Awareness programme on DV Act and POCSO Act
ROING, May 27: A daylong awareness programme on Domestic Violence Act and POCSO Act was organised by AMYAA an NGO in coordination with ICDS Roing at the AMYAA training hall at Mayu-II on Friday.
A total of 40 women from different villages of Lower Dibang Valley district participated in the training.
DD ICDS Savitri Khamti gave details about the aims and objectives of the awareness programme, while Advocate Rukmini Linggi spoke on the legal aspects of both the Acts, illustrating with practical examples and the legal procedures through which a victim can get justice.
Roing DSP, Habung Hailyang spoke on the role of police under the Acts and shared his experience on practical cases of offences committed before and after the enactment of both the Acts and the legal procedures of dealing with the cases. Giving examples, the DSP explained how civil offences are different from criminal offences.
DSP Hailyang informed that after the separation of judicial system most ways of dealing with various types of crimes and offences have become much more systematized. Police deals mainly with criminal offences under various sections and clauses of the IPC and CrPC, he added. He also assured full support from the police department in dealing with offenders under the Acts and also urged victims to approach him when the need arises.
Chairperson of Child Care Home, Desai Linggi also shared her experience on how she rescued children in the past few years, who were victims of domestic violence and child labour. She informed that eighty percent of the local households have non-local children under the age of 14 as domestic servants, most of whom continue to live deprived of their right to education and often succumb to different kinds of violence and ill-treatments by the owners. Linggi further stressed that every child, irrespective of his/her background, has the basic right to food, shelter health and education.
Member of Juvenile Justice Board, Kotige Mena requested the organising NGO to include men in such programmes, so that they are also made aware of such Acts, and so that violence can be reduced from both the ends.
Secretary AMYAA, R.K.Paul Chawang called on the participating women to be aware of the Acts for taking extra care in the upbringing of their children and do not fall victim to any kind of sexual offences. He urged the participants to make use of the available law in their defence and fight for their rights and justice under these Acts.
Pandit Nehru remembered
ITANAGAR, May 27: The 52nd death anniversary of first Prime Minister of India Pandit Jawaharlal Nehru was observed across the state. The Arunachal Pradesh Congress Seva Dal paid tributes to Pandit Nehru on his death anniversary. The Pradesh Office Bearer, City Congress Seva Dal attended the programme.
Born on 14 November, 1889, in Allahabad, Nehru was one of the prominent nationalist leaders of the freedom struggle in the 20th century and the central figure of independent India as its first Prime Minister.
On the occasion Chief Organizer Kipa Kaha in his speech stated that Pandit Nehru is considered as the maker of modern India.
“He faced lot of hardship and even went to jail during freedom struggle. His contribution in making of modern India will always be remembered,” said Kaha.
NSUI unit of Arunachal Pradesh along with APCC office bearers also observed day at Rajiv Gandhi Bhawan, Itanagar. The programme started with floral tribute to portrait of Nehruji followed by prayer meeting.
Minkir Lollen, General Secretary APCC attended the program as resource person. He spoke about all the great works done by Pt. Jawahar Lal Nehru for the nation and reminded the NSUI members to never forget his contribution.
Tanu Nima, State unit NSUI President also highlighted role of Nehru in the country’s freedom struggle. They also remembered his able leadership and his dedication for building a new India and called him as architect of Modern India.
NEDFi donates
ITANAGAR, May 27: The North Eastern Development Finance Corporation Ltd. (NEDFi) on Friday donated 6 numbers of 240 litres capacity dustbin and 30 garbage collector kits comprising of masks, reflective jackets, coverall work wears, gloves, gumboots and shovels to the Itanagar Municipal Council (IMC). This has been done as part of development initiative of the corporation for ‘Swachh Bharat Abhiyan.
Deputy Commissioner, Itanagar Capital Complex Sandeep Kumar Singh and Kipa Kaku, Chief Councilor, IMC, received the items from Alen Nabam, Branch Manager, NEDFi Itanagar Branch. Habung Lampung, CMEO IMC and Tarh Mohan, Councilor, IMC Ward 15 was also present on the occasion.
Expressing gratitude to NEDFi, DC Singh said that in addition to material support, citizen should also strive for innovative means of creating awareness on Swachh Bharat among the masses. The Chief Councilor extended her thanks to NEDFi and said that IMC has been offered help for the first time by other agencies. She hoped that others too will come forward in to keep city clean.
Following the event, a social service for cleaning ward no. 15 along Hotel Donyi Polo Ashok was conducted by the IMC and NEDFi jointly which was lead by the CMEO and the ward 15 councilor.

HGB no more
ITANAGAR, May 27: Rokom Siram, HGB of Niglok village passed away on May 22 last after prolonged illness. He was 78.
Born to late Luking Siram and late Yapak Siram at Sido village East Siang in 1938, Siram was a straight forward and hardworking man of strong principles. In 1987, he was appointed as GB of Niglok village and later appointed as HGB in 2001.
As a HGB, Siram contributed a lot to the welfare of the people of the area. He was also an excellent arbitrator who settled various cases of customary land dispute in his area.
In recognition of his yeoman services, Siram was also awarded with a certificate of merit (Best Social Worker) by late Dr. Daying Ering, the then Union Minister of State, GoI.
The members of the All Gaon Bura Association of Bilat, Sille-Oyan and Ruksin Circles also paid rich tributes to the departed soul. They recalled Siram, who was also the founding member of the association, as a straight forward and an excellent arbitrator.
He is survived by 2 wives, 4 sons, a daughter besides grandchildren and great grand children.

Sinking quality of education
Dear Editor,
This refers to the letter titled, "Be aware" (Arunachal Times, May 27, 2016) in which 'A cheated student' narrated how she had been cheated by a fake college that claimed to be a government approved one. The recent study by the business chamber, Assocham reveals that more than 5,500 business schools in the country are producing unemployable graduates. This study again sheds light on how leeches are sucking the blood of our future generation in the jungle of private educational institutions which are mushrooming without meaningful government control. Thanks to lack of government participation, involvement and control, higher education has practically been hijacked from the domain of lower and middle class families. Sky rocketing tuition fees puts archaic educational infrastructural facilities to shame. Since educational scholarship is not enough to meet the demands, parents are to cough up a new form dowry (educational!) if they want to settle their wards in jobs. Recently, three girl students in Villupuram committed suicide after their parents failed to squeeze out this dowry. This is the worst form of discrimination as it only carries coal to Newcastle, jettisoning struggling meritorious students for good. This negative discrimination is also destroying the democratic environment and social mobility in our country.
So first of all it needs to be ensured that meritorious students get higher education without any economic road block. It is time to do away with the huge chunk of management quota from the backyard of educational institutions. Moreover, sufficient scholarships and easy interest free loans for the needy are a must to make meritocracy meaningful.
The need of the hour is to set up more public schools and colleges that can give private educational institutions a run for their money. In addition, a 24x7 surveillance is needed to arrest the practice of fleecing money in exchange of low quality education and to banish fake educational institutions lock, stock and barrel.

Introduce PCM in colleges

The study of physics, chemestry and mathematics(PCM) in schools, colleges and universities is undoubtedly relevant to society today. There are countless examples of research in (PCM) leading to development of important technologies.
In context of Arunachal Pradesh like states which have limited source to generate employment opportunities to the generations, the importance of quality learning, development and conceptual understanding of the subjects like (PCM) cannot be ignored as these are such subjects which develop the skill for the self employment which is an asset for a poor states like ours.
We have only two colleges (JNC pasighat and DNGC Itanagar) which offer physics, chemistry and mathematics (PCM) in Bsc. But BSc in Chemistry, Botany and Zoology is offered in four colleges.
Important point to be shared here is that without mathematics, subjects like Chemistry cannot be mastered easily as conceptual understanding of mathematics is vital for chemistry. Apart from this, many schools of the state are reeling under acute shortage PCM teachers.
Through this esteemed daily, I would like to request the state govt to introduce PCM in IGGC, Tezu and other colleges of the state.

Arunachal Pradesh during the Congress reign under Nabam Tuki, State Assembly passed the Lokayukta Bill by voice vote on 5th March 2014 but till today the state do not have Lokayukta Court and corruption is in its full height as before.
It was mandatory for all the states to establish a Lokayukta within one year after the parliament passed the Bill and notified on 14 January 2013 which came into force from 16 January 2013 in India.
Maharashtra was the first state to introduce Lokayukta through the Maharashtra Lokayukta

Regional government under the leadership of Kalikho Pul from the day one of his forming the government in Arunachal Pradesh gave assurance to the people of zero tolerance against corruption and crime but the state government is maintaining stoic silence in this matter.
We expect that regional state government will not give childish excuses when it comes to implementation part of the Lokayukta Act in the State.
